From WebMD:
Women are known to have "dog brain." The phenomenon is named after the observation that when one dog barks in the neighborhood, others follow suit. The dogs dont know what they're barking at, but another dog barked so they do it too without questioning it.
What likely happened was that one woman dressed up on a gameday, dog brain kicked in, and all the other women started dressing up too. No one's ever questioned it, and the phenomenon occurs to this day.

Funny, I saw a sign at a women's shop that said: I don't dress for men, I dress for comments in the ladies room. I thought that was kinda creepy. A woman friend splained it to me. Women are the best at hyping you up in the ladies room. "Girl, don't worry about him, you killin it in that dress". "Why you cryin girl? You are rockin that skirt!" "Where did you get that? I love that!"

Here's the boomer answer (which always begins with "back in my day")
Back in my day, you got dressed up just to go to town. For an event, such as a football game, EVERYONE got dressed up. Football in general, Homecoming specifically. Complete with corsage for the girls and boutonnieres for the men. Apparently they no longer do this.
The reason it stands out now is that men no longer get dressed up for anything. Getting dressed up means the new t-shirt, no flip-flops. Maybe a ball cap if it's new. Crazy how many young couples I see out and the woman is dressed to the nines (probably another boomer expression) and the guy looks like he just finished a pickup game.
