This is because Trump has unilaterally, without Congressional approval, dropped the de minimis exemption, totally. This was an exemption, started back in the 1930's by CONGRESS, to eliminate cheaper goods from the burden of tariffs. It has been raised over and over through the years BY CONGRESS. Enter Trump, and he just shitcans the entire thing, with zero mechanisms in place to collect the duties, whatever they might be that day for that country. So foreign countries don't know who to pay and how much, when shipping goods, nor do vendors know how much to charge customers.
A freaking mess. And this is being challenged in court on Constitutional grounds, as it should be.
