I'm no expert, but some quick digging indicates you CAN report this anonymously. Did a few click-throughs on the reporting system myself and got where you can enter your info or choose the anonymous route. HTH

as an emergency ?
Based on withholding food and suspected physical abuse of 2 little girls who aren't allowed outside - couldn't this be called an emergency and warrant a phone call ?

There isn't a RISK of abuse - they are currently BEING ABUSED. IT IS ONGOING.

or put a shed in your back yard. You'll have the code enforcement people lined up in your yard with Ar-15's aimed at your front door. And they WILL threaten fines and jail time.
(side story, as always): There is a "code enforcement" guy on IOP, and I know he's a "code enforcement" guy because those words are sewn into patches that are Velcro stuck to the front and back (bigger letters on the back) of his BULLET PROOF VEST he wears. He has a clip on the front of the vest in the middle that he hangs his AR-15 on ZZ top guitar style. He wears tactical camo pants (along with a 9 mm Glock) and black baseball cap that says "IOP code enforcement". He also has his own side by side that's says "CODE ENFORCEMENT" in huge letters on the side I see him riding around in about 50 mph down every street.
Before I leave, I'm going to ask him WT F a code enforcement guy actually does. Is there a real need to roll up to an under construction McMansion with an AR-15 tactically harnessed, you know, JUST IN CASE the construction permits aren't CLEARLY visible from the street?
I get the feeling he might be a right out of the academy types, and they had to hire someone for the job, and he applied. The other cops, who seem pretty cool, are probably like "Ahh ####..here comes Bob again. Nah..don't say anything, just make sure he doesn't have any bullets again"
I've been watching one his flunkies move the "For Rent" sign from the house next door for the last few weeks. He moves it to the front door, then the real estate company comes by and moves it back to the street. Then one day the flunky left a note on the sign that said "This sign can be no closer to the street than THIS (underlined)". Real estate dude drove up about 2 hrs later, read the note, looked around, wadded it up and threw the note on the ground and moved the sign back to beside the street. The next day flunky comes up in a POS IOP labeled truck, looks perturbed, and throws the sign in the back and drives off.
It's just a hotbed of police activity out here I'm really going to miss.

If he were in Florida I would say to tell them that you saw the neighbor throwing rocks at the sand hill cranes.
Need something similar but in the right, local species.

See about getting in touch with the kids bus driver... be clever somehow and have him contact you. If he's even slightly worth a crap, he may file a claim as well.
Figure out how to slip this kid a note letting him know that he has allies that can help him. Again, I don't know how... but you're a smart guy. If he gets off the bus at the same place and time, maybe wait and approach him. May take a few talks to get to him.
You've already filed your report, which is paramount. I would say getting others to report and trying to make contact with the boy would be you next two steps.
