I'm glad you have this anomaly. I have noted a couple of other times where he has made some solid coherent statements recently. But there is a lot of material that demonstrates this is not the norm.

I'll take your word for it because that clip is 13:47.
I've found some clips from the other debates that I felt embarrassed for him. I'm not basing my thoughts simply on that. I've watch his daily press conferences when I can.
I get he has a history of gaffes and lies. This is beyond that.
My concern is not whether or not he can string together a coherent sentence.

this video was actually a good post from Miura.
I know you want watch it, but if you could force yourself to watch #28. It only lasts about a minute (about 3:08 - 4:00). What is most remarkable is not only his complete fumbling but the obvious kid gloves journalists handle him with. #27 right after it is good too.
Even more amazing, after watching these 30, I still have in my mind at least a dozen more that should have been included.

He has always been a bit of a dullard, i think these days he just does not care, and does not rehearse his speeches. The general election debates should be fascinating though.
