Please see attached and tell me how to fix it.

It seems I have a problem opposite of a leak. That last bit of water wont enter the drain.
No leaks underneath. This one came with a rubber gasket so no plumbers putty was used.

I've installed 6 sink drains this year since we got new

countertops. Seems like some of them had rubber gaskets, and I couldn't stop the leaks until I replaced the gaskets with plumbers putty. You could try tightening it down more first.

It looks like your stopper is hydrophobic. The little water that pools at the bottom of the sink is actually repelled by the coating on the drain. Thus, the water does not pass the stopper and go down the drain.
If you just bought a new kit, it will probably eventually wear off and let the water pass.

of no leak, there has been some sort of sheen in the water similar, but not exactly like oil. I know I can't get it any tighter without risk of breaking something. I also can't see how putty would help the outter ring get lower than that thin little gasket did.

The faucet was broken, broken so bad I couldn't get the aerator off and needed a new one. It is true that the drain was pretty much fine. But that drain would not have matched the new faucet. The new faucet was to match some other stuff.
