that was not the penalty. block below the waist in the back ( formerly known as a clip in the old days) was what was called

You can't just grab a defenders foot and trip them. That's holding and would have been 10 yards from the spot. Then jimbos hissy would have still cost them another 15

The hit landed on the rear of one hip and one leg, below the waist, from behind. The contact on the defender was by the shoulder and upper arm of the blocker. The head was not in front of the body which defines a clip.

That's just like any other block below the waist from the rear. It's called a clip.
