Except that both are regularly audited. States have rolling 3 year audits, plus CERT audits and random sampling.
But I'm sure Musk and his crack team of high school graduates will uncover things that trained auditors miss. Maybe he could just shut it all down, and see what bubbles up. I'm sure it won't affect your Grandma or anything.
