Both elements would apply. Hence why we’re in our current state.

The sinister part is the person talking is believable because we lack relativity to understand why he may be wrong. There are around 8 billion people alive today, and an estimated 100-110 billion who have ever died. Just look at a world population chart. It's always been very small until the past century, then it explodes. Makes sense, more people are currently living than have ever died.
What we can not comprehend after 6+ generations of medical science, vaccines, antibiotics, electricity, etc., is that for most of human history, consistently, 50% of people who were born, died before 20yo. That percentage rises exponentially as the age of death lowers to the infant level. This was mother nature keeping human populations in check, and world populations largely remained steady for thousands of years back. So people had far more children in the past, and far more deaths than we can comprehend happened in very early years of life, keeping populations low.
It's interesting, really. This animated population pyramid for South Korea explains why "developed countries" are all seeing population declines. Only third world countries, with life expectancies in the 50's, still exhibit the classic pyramid shape. In developed countries, the pyramid shape is dying out, or is gone.

Here is a chart for the US since 1950. You can watch the baby boom rise to the top as this pyramid starts around the baby boom. What's different, is over time, as the boomers age, the pyramid loses its shape, just like Korea has. And it will start to decline over time. Science smacked humanity in the face last century, as people raised by people raised by people were told, have kids, have many, they are needed on the farm, and half will die. As science came along and mitigated that problem, people adapted, having less kids, NEEDING less kids, WANTING less kids, as money and careers took precedent in developed countries.

but it’s probably best to question most things, and diligently research most everything before buying into anything.
Unfortunately with so many folks getting their information from social media and lapping things up without much thought, we have large numbers of gullible folks who if informed the word gullible had been removed from the dictionary, would believe that.

In this example the listener has no predisposition to either want or not want the statement to be true.
Think about how much easier it is to simply believe a statement made that aligns with you views/beliefs.
