lays or ruffles, it matters not, we need strict enforcement. Send the whole squad so the rest of those little delinquents get the message: Don't steal my chips.

They should probably erect stocks in the town square and put the kids in there for the day, like in olden times. Then force their hungry selves to watch others eat the chips that they wished they could have had whilst their arms and legs are locked in wood.

Pretty terrible. Think of the difference they might have made in his life if they had a talk and showed the kid that cops are just regular people, capable of showing compassion.
