Of course only if they're super determined to do so, and it's not mandatory?

But coaches can't be present. I think strength coach can and some level of assistants but no major players from the coaching staff.

Not sure about NCAA. I know the SCHSL has strict rules on off-season training and practice. But a lot of coaches get around this by not making these session "manditory" wink-wink.

Stupidest rule however is that summer workouts can not be manditory (SCHSL not NCAA).

Yes they can and do. They can study film all they want. Which is why Mackenzie and Watson are so prepared. They study film.
