in light of the unreasonable restrictions placed on the greek letter organization by the administration, the fraternities were seriously considering boycotting homecoming and not building displays, but the administration basically directed them to do so, and in exchange for so doing, the administration agreed to gradually reduce some of the restrictions, so yes, homecoming displays are being constructed.
