Kind of. They are given the right to get tickets pursuant to prearranged rules, such as there shall be only so many student tickets distributed. That number is less than Clemson's enrollment so if everyone wants to go some will be left out. Generally Clemson students have it better than students at other universities which tend to have larger enrollments. Imagine trying to get a student ticket at a place like Ohio State where they have 56,000 students.
If I remember correctly if the game isn't a sellout they increase the student allotment and you'll people with student tickets in the upper decks.

Fees don't cover every ticket price

Otherwise fees would be what, thousands of dollars?
I think all students should be able to get a ticket, personally, but not because they paid the athletic fee. I think it's because they're the lifeblood of the university.

but they are likely the ones that dont care enough about football to put some effort into getting a ticket.

Its not that way at any school with a solid program

If we have a student section that can hold every student it will 2/3 full most of the time, except for 1-2 games a year. Thats not acceptable. So for the 1-2 games a year that everyone wants to go a few people that probably dont go to the other games get left out.
Thats how it works at most schools.

ALL Sophomores and Freshman

is roughly 7,000 students. A line of 7,000 students wouldn't get finished before 9am. And a lot of students, I'm sure, have class at 8am on Thursday.

If you have a student ticket and don't have a Clemson ID, you are not getting in.

So students who didn't camp out automatically just don't care about the game? What about the ones who camped out only to turn around and sell their FREE ticket for $300+. How dedicated are they? Plenty of students who are die hard fans and would stay from first whistle to the final cannon fire despite the score didn't get tickets.
