Multiply the number by the percent (e.g. 75 * 110 = 8250) Divide the answer by 100 (Move decimal point two places to the left) (e.g. 8250/100 = 82.5) Round to the desired precision (e.g. 82.5 rounded to the nearest whole number = 83)

If he's only 75% normal, and normally, due to physical laws, a thing can not be or give more than 100% of itself, therefore the extra 10% would be abnormal.
Thus on the normal spectrum we have 75% x 100% = 75%
On the abnormal side we have 75% x 10% = 7.5%
The sum of this is represented 75% normal less 7.5% abnormal = 67.5% normal.
If he continues on this trajectory, at 50% normal he will become unstable.

Show work: 1. divide 110% by 0 giving 56.7% 2. multiply by the cotangent of the log of 45.0 and you get 63.17%
