Was the flag thrown immediately on Smith's hit?

From watching on tv it looked like there wasn't a flag thrown UNTIL they saw the wake player stay down.

the flag came from the official standing near the Wake sideline.

He only threw the flag after the Wake bench erupted over the hit.
