that can be hauled of the same type rock that is "Howard's Rock". Set that puppy in place on the hill...with Howard's Rock underneath.

It was designated as a national monument in 1933 or 1934, and became a National Park in 1994.

In all honesty the federal government could technically ask for Howard's rock to be returned, but they never would at this point as it's been too long.
