2017 Review

Average # of plays = 179 plays per game (same as 2016)
Game length = 3 hours and 20 mins (lowest in the P5)
Average fouls per game = 12.5 (lowest in P5, national average 14)
Replay reversal rate = 39%
Review time = 1:15


Fouls that occur most often: False start, holding, defensive pass interference

2018 Rules Changes

If a member of the receiving team fair catches the ball inside the 25-yard line, they will take the next snap at the 25-yard line. Only the player who makes the fair catch can signal for the fair catch and get the benefit of the new rule.

Blocking below the waist: All blocks below the waist must be done from the front (the player being blocked must be able to see the blocker coming). An offensive lineman can block from the side inside the tackle box when the ball is in the tackle box.

There is no blocking below the waist by any player 5 yards or more beyond the line of scrimmage. A player in motion at the snap cannot block below the waist back toward the ball.

2018 Rules Changes

40-second play clock: At the end of a kickoff, the clock operator will start the 40-second play clock.

At the end of a play that results in a TD, the clock operator will start the 40-second play clock. There won't be a delay for celebration or to allow the PAT team to come out on the field. If it takes more than 15 seconds for a TD to be confirmed, the PAT team will get 25 seconds.

If a TD is scored on the last play of the game, the scoring team can elect to forego the extra point, even if leading by only one or two points.

Jumping or leaping over players: You can't hurdle the OL. You can't get a running start and attempt to leap over an opponent.

On punt plays, it's typical for college teams to run a spread punt with a shield. You can't attempt to leap over one of those players. If you do it's a foul.

2018 Rules Changes

Instant Replay: If there is less than 1 minute in a half and there is a ruling on the field that stops the clock, replay says the call was incorrect and the clock should not have stopped then 10-second runoff.

I.e. If a catch is called incomplete and review shows it was complete, there will be a 10-second runoff because the clock wouldn't have stopped if the call was correct. A timeout can negate the runoff.

If there is a brawl or fight that clears the benches and the official assesses an unsportsmanlike conduct penalty against every player and a player already has an unsportsmanlike penalty in the game, the player is disqualified.

If a team commits obvious fouls to gain a clock advantage, those fouls will be assessed as unsportsmanlike penalties and the clock will not stop.
