by local ordinance to wear a top. only "private parts" must be covered up and the Court of Appeals long ago ruled that breasts, including women's, are not "private parts" for purposes of the law. In 2013, the general assembly tried to overturn this but failed.

I found this out recently when a nearly naked woman (wearing a mask) was walking around my neighborhood it was pointed out that this is legal under NC law.
