If he exercise POTUS authority by invoking the insurrection act that would put national guard on the streets without request from locals. He can't win cities and states which elect mayors so far left they allow riots, looting arson and murder in their streets so there's no urgency to do so.
NG on the streets without invitation is a bad look for a POTUS and it's way to tight a race to upset his momentum, imo. The left would love to have something like that to campaign on and the base would love to see him put it all out but independents, who really control the outcome of the elections would certainly raise an eyebrow.
When it's polled for a few weeks as something 65% of Americans want him to do, look out antifa.

He sent troops to nine counties in South Carolina, where KKK terrorism was rampant, imposed martial law and thousands of persons were arrested.
