Targeting question

If a defender takes the QB off the ground face mask to face mask hit (once the ball has been released) on a high hit and leverages all his weight into his head/neck area when they hit the ground is this targeting as it's pretty obvious they're intending to injure or is it just unnecessary roughness?

Think you would just get unnecessary roughness. If they didn’t initiate contact with the helmet or it’s a wrap up and scoop tackle it would just be UR

That's what I figure, although it was not led with the crown it was however their arms that yanked off the helmet on the way down.

No body can answer the targeting rule correctly bc, the refs make it up as they go, and depending on the ref that throws the flag!!!
