Someone - what happened on this play?

Deshaun rolled right, LOOKED like he stepped out of bounds but did not (On the replay), threw a short pass to our receiver who dove and caught it (looked like it) right near out of bounds. This was a critical third down conversion, yet it was called incomplete for some reason. Anyone know the play?

I remember the play. I thought the receivers foot was out of bounds, but not certain. It was another missed opportunity that just left you wondering like, "what is going on?"
