agrees to joint the ACC as a full member in all sports including foortball by 2015.
The league now needs a 16th team.
If Penn State is willing to leave the BIG for the ACC, under the circumstances, do you take them?

Adding them and ND as full football members would be an incredible coupe for football. It would also give us enough strength in each geographic area to allow us to do a true North/South division. Here's how it would look:
South - Miami, FSU, GT, Clemson, the 4 NC schools North - UVa, VT, MD, Pitt, PSU, ND, BC, Syracuse
Both divisions would be full of good rivalries, and we could have one of the best conferences in football.
Having said all that, I doubt PSU ever leaves the Big 10.

Notre Dame wants to play 5 ACC games + 1 game vs Navy.
The ACC could have a 7 team division including Notre Dame and Navy. Notre Dame and Navy would only play 5 ACC games, plus each other (6 Divisional Games). Everyone in the division would play each other (6 Divisional Games). The team with the best DIVISIONAL record would be the division champ.
The ACC would also have a 9 team division. Everyone in the division would play each other (8 Divisional Games). The team with the best DIVISIONAL record would be the division champ.
ATLANTIC DIVISION Notre Dame Navy Atlantic 1 Atlantic 2 Atlantic 3 Atlantic 4 Atlantic 5
COASTAL DIVISION Coastal 1 Coastal 2 Coastal 3 Coastal 4 Coastal 5 Coastal 6 Coastal 7 Coastal 8 Coastal 9
Teams in the Atlantic play 6 divisional games while teams in the Coastal play 8 divisional games. The two divisional champions will be the team with the best DIVISIONAL Record.
There will be additional Conference games: Atlantic 1 plays Coastal 8 & 9 Atlantic 2 plays Coastal 6 & 7 Atlantic 3 plays Coastal 4 & 5 Atlantic 4 plays Coastal 3 Atlantic 5 plays Coastal 1 & 2
Some teams will play 9 conference games. Others will play 8 conference games. One team will play 7 conference games.
Teams rotate though the divisions. Two teams switch divisions every other year.
There is a rotation that is designed to keep rivals playing each other every year. You are guaranteed to play the 2 teams in front of you and the 2 team behind you every year.
A = Miami B = FSU C = Clemson D = Georgia Tech E = Virginia Tech F = Virginia G = Maryland H = Pitt I = Syracuse J = BC K = Duke L = NCST M = UNC N = Wake

Notre Dame and Navy share in ALL revenue from championship game and bowls. They receive no money from ACC television contracts. They maintain TV rights to all games played in their stadium. Navy is football only.

We are talking about 100 year decisions. a 10 year setback shouldn't be allowed to screw up a decision that will have much deeper impact.
One day Penn State will be a prominent player in college football again... sometime inside 20 years. And when they do, should the ACC have courted them when they were down, it will shine brightly not just on Penn State, but also the conference that lifted them up.
