The guy has good speed for a TE, may need to hit up the weight room, but seems pretty athletic to me. Just needs a lot of work and can be a good player.

Sorry.....wrong.
If he receives financial aid for academics then walks on to the football team then he WILL count against the 85 total but not the 25/ year limits.
Think about it....if you could just give a player academic scholarship then you could add 10 or 15 academic scholarship players each year and effectively by pass the 25 per year limit. Since schools dictate their own academic scholarships and not the NCAA, they can award them to anyone based on any criteria and they are not subject to review.
If he receives an academic scholarship and then plays football, HE WILL count against the 85

walk ons don't count towards the 85. hes a tweener that had D1A schools interested but waiting, Coach offered him the opportunity he accepted....he will use my GI Bill money to pay for school until he earns his skolly
