he/she is supposed to give a silver dollar to the first person who gives him/her a salute. Pretty funny watching enlisted folks lined up trying to be the first in order to pocket a few dollars.

Happens every May and December outside Tillman Hall, the ROTC dept NCO's stand outside after commissioning. They salute with the right hand and hold out their left for the dollar. I gave my Liberty silver dollar to SGM Elmer C Hubbard there on 9 May 1986. He had a pocket full that day.
