He is allowed to talk to agents all he likes. He just cannot sign nor accept any gifts/benefits from said agent.
That being said, I would be really surprised if Jay-Z hasn't slipped him a ton of cash over time. Nothing about the Clown screams integrity.

His general demeanor and also some of the rumors that float out there about how he carries himself.
And to note, I didn't say he didn't have integrity; I said nothing about him screams integrity. There is a subtle, yet important difference between the two statements.

its any agreement verbal or otherwise for representation. Thats why even talking about it is stupid talking about it. If he signs with Jay Z after the season they can just go back and try to track back when an "agreement" was reached. The more he talks about it, the less likely he will be able to sign with Jay Zs group.
