Public parking question

In the past I parked at Kite Hill under the water tower which is now iptay parking. Is the armory across the road public parking? If so what is the cost? Other public parking options on the Greenville side of town which does not involve a shuttle bus?

We park along the Perimeter Rd. shoulder right in front of the Fire Station and by the Botanical Garden. It's a nice walk but the best part about it is that one can just pull right out into the traffic upon leaving. Absolutely no waiting.
