They pretended like they were going to enforce that at the beginning of the year, but I’ve seen bare knees all year.

I thought so, too - but many players (including ours) are not in compliance. They're wearing the knee pads, but the pants are pushed up above the knee.

they Granted 1 year grace period

Because many teams had already ordered uniforms when rule was passed.

Will be inforced in 2019
