Possible recruit

Does anyone know who or how I would notify someone of a potential recruit? I have a friend whose son, Popo Aumavae, is listed by most outfits as a 3 star recruit, but since he is in California, he may not get any attention from Clemson. He seems to be getting a little more attention since playing defense last year, his junior year, and he has done well in the combines that he has been to for Nike and Under Armour. His father has told me that if Clemson made the offer that he has said that he would use one of his official visits on Clemson. He has scholarship offers from every PAC 12 school except Stanford, as well as, one from Michigan, so he obviously has some talent. Back during the fall, I sent a couple of emails, but I never heard anything so I do not know if I contacted the wrong person or if there just was no interest. All of that being said, does anyone have a suggestion?
