Why should there be a house vote on beginning impeachment inquiries when there's already one in progress?

Further evidence of the inability to defend the President. Now we're getting held up on word choice. Actions: a thing done; an act. Examples, soliciting foreign interference in a campaign, withholding approved funds by Congress in an effort to solicit said influence, obstructing an investigation by Congress. Care to defend any of these actions?

that the house is not following because there is not an impeachment inquiry because there has not been a vote to open and impeachment inquiry.

Something about public viewing comes to mind. It's nice when the voters can see what's happening instead of only knowing what dems choose to leak.
