There's still a ton of aide rotting on the runway in San Juan. Last I heard about 50-60% of the island had power.

Excellent surf and you're pretty much going to live like a filthy hippie off the grid there anyway. Great food, awesome people, and you're not surrounded by the all-inclusive type gringo tourists. Otherwise, you'll probably want to go stay in Trench Town in Kingston, Jamaica and flaunt your American wealth and privilege.

I'd go to Jamaica. Especially if you'd like to smoke any weed. The Bob Marley ancestral home tour is all you need to get a sense of the flavor of what real folks there live like (mostly from what you see on the way up) every body there is high as F.
PR is good, but I liked Jamaica better.
