Republicans are stupid because they do, say, and believe stupid things.
And it makes perfect sense to me. Members of Congress are inaugurated. When she talks about signing, she's using the wrong word, but it's very clear what she means.

The liberals that voted her in are the morons. She played the role of a person victimized by our capitalist system that raised herself out of abject poverty. Later it was revealed she descended from wealth with multi-millionaire parents. Voters on the left are uninformed, ruled by emotion, easily manipulated and dangerous when they vote.

What? I haven't done a ton of research on her, but I remember it being on the news when some Republican idiot tweeted a picture of a small house and tried to claim it meant she was rich.
If her parents were millionaires, why did they live in a small house? I assume you're lying, but I'd like to see some info on this.
