If that is a divided highway with a grass median they could have installed the 221 north sign in the grass median on a green directional sign...but otherwise there is no issue with the above installation.

if you do a you-turn and go in the other direction, that should closely correspond to the opposite direction on a compass. And if you go back the other way on the same road, it would, in most cases, have the same highway number. So what good does that u-turn to north sign do?

The only thing I would have done differently if it was my design is add a "TO" sign above North 221. That sign is indicating that there is a median U turn ahead to go north, likely because there are side streets on your south bound side that do not allow direct access to 221 north.

A compass has very little to do with cardinal direction road signs. If a road generally travels north/south (Odd numbered roads) it is signed north/south. If a road generally travels east/west (even numbers) then it is signed east/west.

circle help. By "compass" I meant the directional terms used on a compass, like "north" and "south", not necessarily the direction a road was pointing at any particular moment.
