for many years they tried to keep other employers out so they had control of the labor pool

this time, they told a bunch of mid-to-high level guys their jobs would be moved to Norfolk or Atlanta, and they would have to move. Since their jobs weren't being eliminated, they offered no severance. So you have 50- or 60- somethings who had seniors in high school or in college, maybe their house paid for or almost, in their peak earning years but no other local option to make that kind of money, getting that bomb dropped on them. They really had no choice but to move.
