Football question regarding multiple players with same #.

I always thought you had to have 11 unique numbers on the field at any given time, which is why RayRay changed off of 34 in case he played DB and didn't duplicate Joseph. Was watching 2019 Ga Tech game today, and on a play where Clemson was receiving the punt, afterwards we had Xavier Kelly and Will Swinney both running off the field wearing #22. Always thought that was not allowed. Maybe when it's 49-14 nobody cares!
