Of being the last at large teams in the tournament.

WHich, IMO, makes more sense than making the team that got an automatic bid play an extra game.

But that is supposed to be the basic idea.

The first round games are between the last 8 at large teams.

In practice there ma be a 12 seed that is an at large team but was considered "in" before the last 8, but got a "better" draw as a 12 seed then they would have as an 11, but in general yes, the 12-16s are automatics from smaller conferences.

I think that is the case except for Cal

At least in theory. I think all the 12 seeds and lower are conference champions. They said Cal (who is a 12 seed), was placed in the 11 seed group when it was done 1-68, but they had to drop them to a 12 seed because of logistics with match-ups when they actually placed teams on the bracket for re-match and travel purposes. Makes sense not to force them to play an extra game if that is the case
