But...

1) Straws are not illegal in Oregon. The law is that straws are available only by request, and not offered without the patron first requesting them.

and

2) Small amounts (personal use) of cocaine has been decriminalized, but is still a civil violation with fines in place. This was done in order to attempt to take strain off the overloaded criminal justice system and attempt to stop sending folks to jail and instead fund addiction intervention programs.

But admittedly all of that doesn't make for a very funny meme.
