Peru Is a Developing Economy, Not a Third World Country. Peru is considered to be a developing country, and although you might sometimes see Peru referred to as a "third world country," this term has become antiquated and is not used in intellectual discourse.

Because this is a third world country.
It’s not arrogant to say that, and a lot of Peruvians people are aware of that, and they don’t have problem that. Obviously, if you go in Lima, you will see brand new cars, beautiful buildings and everything.
But just check some facts:
Education: Peru is in the bottom of the PISA test, with country like, Algeria, Kosovo, Indonesia. : Perú sale del último lugar en la prueba PISA 2015
PIB per capita: If we take a first world country, let’s take Belgium, it’s around $45000. For Perú is just 6000$.
I can’t deny that Peru are growing, but it’s still a third world country. And I don´t talk only about economic. If you have a visit in Lima (and not just touristic neighbors like Miraflores, Barranco or San Isidro), you can see some caracterics of third world country: inexistent public transport, unclean city. And alo mentality and politic: corruption, racism, homophobic, and machismo.
