people got careless or mix alcohol and fireworks. 2 NFL players lost fingers over the July 4th holiday and and young man in Maine was killed when he lit a mortar or rocket off of the top of his head.

IMO the answer is not to make fireworks illegal. You can not legislate stupity or carelessness.
