Exactly what rule did Boulware break?

The player's foward progress was not close to being stopped, he was still fighting hard. And, the whistle had definitely not blown, again not even close. So what rule did Boulware break - tackling too hard? There may be a rule against what he did,, but if someone could cite it for me I sure would appreciate it.
