You mean the President who has "strongly condemned" close encounters up till today? Trump was "deeply concerned" by these:
Jan. 10, 2020 USS Faragut and Russian Missile Cruiser
June, 2019 USS Chancellorsville close encounter with a Rusian ship
Sept, 2018 USS Decatur close encounter with Chinese Destroyer
October 2018 USS Essex encounter with Iranian gunboats.

For me personally, I'd point a Phalanx gun and disintegrate one of them. I'm sure the rest will get out of dodge pretty quickly and it won't happen anymore.
Nothing says "hello" like a 4500 rounds a minute, 20mm cannon.
