not total population. Texas has some huge schools and huge football teams. Only 11 can be on the field at any given time. So it stands to reason that schools/states with fewer players per team will have a higher % of players getting playing time and thus experience/offers/scholarships.

Plus you have to look at the number of D1 schools in each state that have football. Those states with a higher percentage have a disproportionate number of D1 programs. California only has around 10 D1 programs. Georgia has 8, Florida has 10. California has 4x the population of Georgia and 2x the population of Florida.

Shoot, South Carolina has 8.5 D1 schools.

SC and Louisiana both have yoo many D1 schools for their populations, probably skews the numbers. Meanwhile a more populated state, Minnesota has only 1 D1 school in the whole state.

they don't make the distinction between what we used to call D1AA. They call it D1.

The fact that it's so low? I've heard it has a lot to do with recruits not being able to qualify and it scares people off. But that's just crap I've heard, it may not be true.
