Not exactly. It says that a provision of the student athlete's contract cannot conflict with a provision of the team's contract. The school would not have much control off the field. Ultimately it will depend on how the NCAA structures things. They will trump anything that state legislatures put out.

But the schools control their names also.

If Clemson doesn’t want to let TL sell TL Clemson jerseys, then he can only sell TL Jersey void of Clemson logos ..

Same if TL wants to prevent Clemson from selling his jersey... but Clemson can still sell a #16 jersey..

I think the this is more of a moral victory for student athletes ...

That's where we're headed. Nike and Adidas will get into open and above board contract negotiations with a HS senior signing him to a shoe contract conditional upon him attending the school of their choice.

This is already being done under the table. It was a significant part of the FBI investigation into basketball recruiting.

It will soon become legal. Zion can sign his 100M contract with Nike before he graduates from HS and still attend college and play for Duke.

"college athlete" will need an agent, but he or she will certainly need an attorney to understand all the cans and can'ts.

Ironic that we are celebrating 150 years of college football and the death of it in the same year.
