Question on UNC class enrollment process for athletes

Does anyone know if UNC allows athletes to enroll in classes before general student body?
When I was at Clemson, that's how it worked. Idea was athletes had practices and needed to be able to get into classes that worked into their schedule. Makes sense. Never really had a problem with this.
If UNC had a similar process, how can the university claim these fake classes were available to the entire student body same as they were for the athletes? Was there an unlimited number of seats available? Seems like if athletes have first option on these classes, and fill up these classes, by default, they would not all be equally available to the entire student body.
Am I missing something?
Other than the obvious - UNC generates a ton of money for the NCAA so they partnered with the university to come up with a BS explanation that helps them escape any serious penalties?
If UNC's enrollment process for these classes is different, I'm genuinely curious to know that.
