ACC Network?

Why is there an ACC Network if they aren't contracted to show ACC tournament games? Most people stream these days with youtube, hulu, etc and dont have access to RSN. It seems weird to me for the conference network to be showing spring games of random schools while a huge tournament is going on in the heart of the ACC.
