Call people you don't like in government a "bureaucrat," as an insult. Like that makes them not important, or something.

In a denotative sense, "bureaucrats" are incredibly important, as they actually run the government on a day-to-day basis. They actually execute what the leaders put forth.

In the pejorative connotative sense, "bureaucrat" is usually referring to someone who is overly concerned about procedure and hierarchy.

Sounds like people are inventing a new connotation.

In communists terms, bureaucrats run the government and are exceptionally important. In capitalist nations, they're generally still running the government, but are a hindrance to money making.

But among less free nations, communists and dictatorships, etc. the bureaucrats are the extension of the authority form the top, and as such they run the place, literally. In that scenario, they're powerful and respected. You want to go places, you better be on the good graces of the bureaucrats. Similar to the way you have to be in the good graces of bureaucrats in liberal cities to get building permits, favorable zoning, etc.

In rural republican areas, they're generally loathed.

Yeah, Made in USA bureaucrats hinder completion of any work to ensure they have a job tomorrow to do what they were supposed to do today.

Sure, there are some solid government employees, but the majority would go nowhere in private industry where, at least historically, meritocracy rules.
