What I read says the shooter went into a room, and locked

the door, but police were having issues breaching. So with the shooter contained, and sufficient force outside the room, they didn't need any further resources so it just looked like they weren't charging into the building. Basically, you don't need 50 LEOs outside a single door.

The issue this brings up is with the "fortification" arguments. Years back I remember reading where the Charleston school districts were considering (and I guess did for some schools) swapping traditional classroom doors with bullet resistant ones; with the mindset it would keep shooters out. But in this case, such fortifications would work to protect shooters.
