It wasn't close to a charge. Dude wasn't set at all. He jump right in front of him.

“ Under the revised block/charge call in men’s basketball, a defensive player is not permitted to move into the path of an offensive player once he has started his upward motion with the ball to attempt a field goal or pass. If the defensive player is not in legal guarding position by this time, it is a blocking foul. Previously, a defender had to be in legal guarding position when the offensive player lifted off the floor.”
I didn’t see a replay. If he hadn’t begun an upward motion it isn’t a blocking foul. This seems to be a very common point of confusion despite being around a long time. Doesn’t help that it’s called so inconsistently. It does seem to be a point of emphasis this season.

Your interpretation could not be more misguided. It doesn’t matter if the ball handler is leaving the floor. The defender can’t jump in front of the ball handler and impede his progress if he is dribbling a straight line down the court without having established some kind of position. The verbiage you quote only refers to the shooting act.

The 2013 rule change was made to offset some of the effect of the restrictive area which went into effect 3 seasons earlier. It was deliberately designed to make drawing charges outside of the restricted area easier.

The Letter of the Law
The NCAA rulebook defines a charge in Rule 10, Section 1, Article 8 (page 94) this way:
"A dribbler shall neither charge into nor contact an opponent in the dribbler's path ... "
I didn’t see a replay. I acknowledged that it is often called inconsistently. But I am not the one who misunderstands the rule. You used to have to have both “feet set” to get the benefit of “in the dribbler’s path”. That is no longer true.

If you can lower the shoulder then you had equal opportunity to put the ball up and would have likely drawn a foul. If you lower the shoulder you are not going to get the benefit of the doubt. Happened to us several times.
