Here is the problem , while every team probably tampers or breaks the rules to some degree (some a lot more than others), my worry is it being SELECTIVELY enforced....if the NCAA is aware (and they are) that most teams are engaged in this behavior, then you must enforce the rules/punishment to everyone or no one.

Congratulations you discovered the purpose of the NCAA all of these years: to selectively enforce rules that kept the blue bloods blue and swatted down the occasional upstart program.

I've heard many times the Oklahoma Sooners under Barry Switzer was the dirtiest program ever. The reason SMU got smacked so hard was because they dared to compete with Oklahoma and Texas. Those 2 programs had the means to get the NCAA shut that #### down.

If a school and their supporting collectives/wealthy donors have good legal counsel throughout the process, they have nothing to fear in regard to the NCAA enforcement arm.
