That's legal to do that. They changed the rule a few years ago.

This is one that most officials will not call unless it's an obvious PULL or pickup of the runner. Your assertion about pushing the pile is correct - hands need to be on the runner to call it. In NCAA, it's legal to push the runner, but not pull or pick up.
