Its more like that they are looking at a slow-mo train wreck through a window across the street, and don't want to get near it..when in reality, they should be the first one there putting the fire out.

I would much rather them focus solely on processing claims, answering the phone with people that have questions or processing over payment checks or looking at ways to help mitigate peoples anxieties as they call in for help. Work on getting back to the people who have cancer or heart problems and work on their cases. Draft up legislation proposals. There are a million things for them to be doing instead of emailing you to make you feel better.
If you want the to reach out to you and say hello and tell you everything is going to be ok, then you are probably in the minority.

You know, there are alot of departments in insurance

companies. Like HR, or claims processing, or benefits integrity (anti fraud), and communications.
Each one does something completely different than the others. Sometimes, they may even complement each other..like marketing to communications, and sales to claims processing.

I was all "My man Haji..how are you? Momma n'em OK? I haven't heard from ya'll in a while and was worri"---click. Effer hung up on me.
