Here is my idea on solving college footballs issues.

1. Separate football from the NCAA. Develop a new football governing body. Set up 6 regional conferences nationwide. Each have a title game. 6 team playoff. Top two get the bye. Saves colleges and universities money not sending the girls softball team or the men's track team to Oregon for a meet.
2. Change NIL to a single source. IOW the money goes to a trust set up by each university.
3. IF the the player graduates and doesn't go to the NFL, they get a chunk after graduation. If they go to the NFL they get a smaller amount or none at all. If they transfer they opt out of that money or are fiscally deterred from doing so. If they don't graduate they forfeit the money.
I'm sure there are flaws. And I'm sure someone will tell me what those are. But I think the current system is broken. Bad.

Unfortunately, any restrictions that the NCAA tries to place on student/ATHLETES now will be shot down by the courts. The NCAA, it appears, can no longer set eligibility rules (sit out a year if you transfer) for participation in their organization. I understand that you can't place restrictions on a persons "right" to earn a living, but participating in a sport is not a "right". If you join an organization, you should follow the rules of that organization and not be able to force them to change their rules to your liking. Sorry for hijacking your post, but I am pi$$ed that may favorite sport has been ruined. Just my opinion.......

If an athlete gets money for "Name, Image, and Likeness" exactly zero percent of that money should go to the school whether the athlete graduates or not. You guys keep trying to make rules that create the same problems that existed before. It always ends up with the school getting the money. The school is getting plenty of money off the kids already. Making it to the NFL doesn't matter either.

Just start and end with #2. We live in the United States and not China, Iran or another place where the government controls life. Young men and women athletes are no different from the other 100 million or so Americans who have the right to find a job and earn money. NIL is a right, not a privilege.

It is actually capitalism at its finest. Those with the biggest investments will generate the biggest returns and only the strongest will survive.

I see your point. I think the OP was simply trying to put some structure around how it gets collected and how it is distributed. Capitalism has rules as well, particularly to try and govern fair play through the SEC and fair trade/anti-trust practices to minimize monopolies, even though they tend to fail miserably with enforcement, kind of like the NCAA.

something has to be done IMO. The sport is ruined. Let's call it regulation. Any corporate capitalist should be regulated should they not play fairly or hurt others. Like the banking industry. They brought capitalism to it's knees in 2008. "ooooh we don't need regulation".. MY ####.

At some point it will all be privatized by the media organizations, NFL, and private equity, and new rules and regulations will be established as part of the National College Football League.

Just kidding! I'm not really a fan of all that was in there, but hey, it's a no-win situation. I have no better options. I supposed mostly what I don't like about it is the situation itself. Your suggestions are plenty reasonable as a means of stabilizing the sport. What I'd like to see is probably too close to the traditional model and will probably never happen.
I really do like the 6 team playoff, though. I think that would be ideal.

We need to replicate the NFL model.
College football league (CFL) is the franchisor that holds the intellectual property, sets the rules and manages the entire league.
Each university is a franchisee and participates equally in revenue sharing.
64 teams means 32 games each weekend, so all games are on streaming services or one of the cable networks needs to create a boatload more channels so we can put all games on national TV at any time.
